Editorial: Brownback’s Questionable Agriculture Numbers

Is agriculture really worth $63 billion in Kansas?

Numbers on Kansas agriculture have been cited by Gov. Sam Brownback. However, there are larger questions when reading between the lines.

In last Wednesdays editorial, we cited a report from the Bureau of Economic Analysis (which is a division of the U.S. Department of Commerce) that challenges Brownbacks assertion that agriculture is states largest industry. According to the BEAs most recent data (from the first quarter of 2016), the agriculture, forestry, fishing and hunting sector accounts for about $4.2 billion of the states $148.4 billion in GDP. This means agriculture comprises only 2.8 percent of the Kansas economy  far less than Brownbacks claim of 43 percent.

And if this massive discrepancy wasnt confusing enough, the former Kansas secretary of agriculture, Dale Rodman, thought the number was somewhere in the middle. In his introduction to the August 2013 issue of Kansas Farm Facts, Rodman said agriculture accounted for approximately 19 percent of the states GDP.

It must be noted that the total economic impact of agriculture is much higher than 2.8 percent if you factor in overlapping sectors (like farm machinery and equipment manufacturing) along with indirect and induced effects. However, the state arrived at its huge number ($63 billion) by analyzing the output of 66 agriculture, food and food processing sectors, and many of these sectors are less agricultural than others.

For example, the state cites dog and cat food manufacturing as a $2.5 billion agricultural industry, making it the fifth largest sector out of 66. Even though pet food producers are tangentially part of the agriculture industry, theyre more directly part of the manufacturing industry. Moreover, according to the analytics firm GfK, international pet food sales increased by 4 percent in 2015  a fact that makes pet food manufacturers an awkward component of the Brownback administrations narrative about a depressed agricultural industry in Kansas.
