A vicious flash flood ripped through Ellicott City, Md., Saturday night, leaving at least one person dead and two missing as it destroyed roads, homes and businesses.

Video and photos shot after the flood depict a ravaged downtown: bricks torn from sidewalks, streets caved in, cars overturned, storefronts ripped opened, first floors gutted. Gov. Larry Hogan (R) declared a state of emergency.

.

A womans body was found Sunday morning, according to town spokesman Andy Barth, who noted that the death toll may rise. At least two residents are missing.

.

Historic Main Street looked like a scene from a disaster movie, said Howard County Executive Allan Kittleman (D). I know there are going to be a lot of people who will lose their homes and apartments and businesses that will have a hard time rebuilding.

On Sunday morning  when the 244-year-old towns epicenter would normally have bustled with visitors  Kittleman and Rep. Elijah Cummings (D) joined Hogan to tour the wreckage of an area that has been struck by floods before.

Weve got a long road ahead of us, Hogan said. We are going to do everything we can to immediately help people, make sure there is housing, get things back on track.

.

One dramatic video posted to Facebook shows three men forming a human chain through the raging water to reach a woman trapped inside her car.

.

I cant do this, the woman yells as she crawls halfway out.

.

You have to, someone shouts back.

Still too far away to reach the woman, the man closest to her lets go of the chain and, just after he is nearly swept away, takes the driver in his arms and drags her to safety.

Officials asked residents to remain patient as emergency crews assess the damage and work to ensure structures are safe. Hogan and other elected officials said the county, state and federal governments will work together to make sure the affected area is rebuilt.

This is not going to be cleared up in a day or two, Kittleman said.

Cummings, who has an office on Main Street and knows many of the citys business owners, said the rebuilding effort will take a lot of money and a lot of patience.

Hundreds offered condolences on social media to the unincorporated town of 68,000.

Just before midnight, midnight, to make it possible to access state resources. At least four roads were closed, and emergency shelters opened.

County officials reported numerous water rescues and evacuations, some involving motorists trapped in the sudden torrents.

High water also was reported in Saturday night Montgomery County. Georgia Avenue at Brookeville Road in Montgomery was reported closed in both directions, with a foot of water flowing across the road.

In Baltimore County, authorities said flooding and rain were especially severe on the west side, with many calls for rescue from stalled vehicles.

Official rainfall figures from Baltimores Inner Harbor illustrated the intensity of Saturday nights rainfall. The National Weather Service reported 2.28 inches in three hours. Almost 1 inches fell between 9 p.m. and 10 p.m.

Reports indicated that rain was considerably heavier in Howard County.

.

About 900 homes and businesses were reported without electricity in Baltimores southwestern corner.

The days downpours came after an afternoon of oppressive heat, raising Washingtons temperature to 90 for the 10th consecutive day and the 22nd time this month.

For all the months heat, no high-temperature records were set, and only one was tied  the 100 degrees on July 25.

The head of the world health body said shes going to the games.
The risk of Zika virus infections at the Olympic Games is both low and manageable, the chief of the World Health Organization said on Friday, a week before the event kicks off in Rio de Janeiro.

.

Nearly half a million people are expected to visit for the Games, many from the United States. Worries about security, the Zika virus and an economic crisis could deter travelers, with just under a third of event tickets as yet unsold.

.

Brazil has been hardest hit by the disease outbreak, and many physicians, competitors and potential visitors have expressed fears the Olympics could serve as a catalyst to spread the virus globally.

.

We feel that the risk of Zika infection is low for an individual, and it is manageable, Margaret Chan, director general of the world health body, told reporters in the Chinese capital.

.

As long as individuals take appropriate personal protective measures, including the use of a mosquito repellent, including wearing clothing that prevents mosquito bites, she added.

.

The WHO assessment factored in the latest understanding of the disease and actions taken by Brazil, said Chan, adding that she would be going to the games in Rio de Janeiro.

It seems half a lifetime ago, when Zika was nothing more than a hotly-contested Scrabble suggestion, that Rio de Janeiro won the 2016 Olympics on a call to live your passion. Theirs had been a bid full of brio, vibrancy and caipirinha-fuelled verve, their victory toasted by huge plumes of silver glitter that rose high into the Copacabana evening.

Jacques Rogge, then president of the International Olympic Committee, acclaimed Rios campaign as one with absolutely no flaw. Even a newly-inaugurated President Obama, still full of his audacity of hope, could not seize the day for his hometown Chicago in the face of a Brazilian juggernaut, graciously bowing to the prevailing will to stage the first Games in South America. It was a moment of affirmation not just for a country, but a continent.

.

Seven years on, one could be forgiven for imagining that this was all just a sick joke. The slickness with which Rio projected itself to the world, in videos framed by Christ the Redeemer and the soft plucks of flamenco guitar, has since unspooled into a hellish vision of disease, dysfunction and drug cheats galore.

.

This, at least, is the perception beloved of Jeremiahs who specialise in such quadrennial angst. Every four years, the story is the same, as an Olympic host city emerges somehow unscathed from hand-wringing predictions that nobody will come, nothing will be finished on time or, in Rios case, that clouds of mosquitoes will descend from Sugarloaf Mountain like the third plague of Egypt.

.

Somewhere, in the midst of all this exaggerated horror, there is a wonderful spectacle straining to be unleashed. Sandwiched between all the doom-mongering and the subsequent agitating about legacy are the finest 17 days of sport the world can conjure. Soon enough, all the tales of crime-ridden back streets and malfunctioning showers in the athletes village will be superseded by Usain Bolt, Michael Phelps and a cast of thousands striving to make Rio remembered for happier reasons.

The Summer Olympics in Rio won’t be perfect: They’ll be Brazilian. And that is how they should be. A departure from the International Olympic Committee’s demands is long overdue, DW’s Astrid Prange de Oliveira writes.

Rio de Janeiro is a very special place. That is why Brazil’s unofficial capital is so irresistible for fans of big events. Climate advocates, carnival enthusiasts, Catholics, soccer fans and Olympic athletes: All dream of going to the Copacabana one day. The Summer Olympics in Rio will officially open in less than a week. These are the first games to be held in South America. Since the first modern Olympics took place in Athens in 1896, the sporting event has been staged 21 times in Europe, four times in Asia, six times in North America and twice in Australia.

Where else but in Brazil could people breathe new life into the Olympic movement? Despite gloomy predictions, the country successfully hosted the 2014 soccer World Cup – and the local fans had the sportsmanship and dignity to congratulate the visiting German team even after they beat Brazil 7-1 in the tournament’s semifinal.

.

Many Cariocas, as residents of Rio call themselves, are scratching their heads over the constant criticism of Olympic preparations. For years they have had to put up with huge construction sites, and then they had to look on as a hysterical debate over the Zika virus led to public considerations of moving the games at the last minute.

.

Cariocas also had to listen to delegations bemoan the poor state of accommodations, even though other Olympics were staged amid much larger problems: Stadiums were not finished in Athens in 2004, Beijing took its turn in 2008 despite permanent smog warnings, and, at $40 billion (36 billion euros), the 2014 Winter Games in Sochi were the most expensive ever.

Rio stepped up

.

It is true that things are not perfect in Rio. Painterly Guanabara Bay, upon which the city is situated, is still heavily polluted. A new subway line intended to connect central Rio to the distant Olympic Park turned out shorter than originally planned and will likely only be running in test mode when the games begin. And many residents were displaced to make way for Olympic sites. But the games are taking place in South America and not Europe. Residents of such wealthy cities as Hamburg, Munich, Stockholm and St. Moritz voted against hosting the games. In Norway, the government withdrew Oslo’s bid because of the enormous demands put forth by the International Olympic Committee.

.

It is astonishing that despite all of the pessimism and the political scandals in Brazil, Cariocas have upheld the Olympic idea and its tradition of hospitality.

.

Rio and its residents will characterize these games and leave their mark on them. Thank God! Because the games should adapt to the situation in the host country, and the host country should not be forced to meet the increasing demands of the International Olympic Committee.

Athletes competing in the 2016 Olympic Games in Brazil have been warned by doctors, engineers, and scientists to keep their mouths shut while participating in activities in the water.

Researchers found that many of the beaches in Rio de Janeiro have been long contaminated with raw sewage, household garbage, and even dead bodies, creating hazardous swimming conditions for the 500,000 people expected to descend on the city in August.

.

Foreign athletes will literally be swimming in human crap, and they risk getting sick from all those microorganisms, Rio paediatrician Dr Daniel Becker told the New York Times. Its sad but also worrisome.

.

The Brazilian government had promised to clean the pathogen-infested Guanabara Bay in 2014, but those efforts failed.

.

Stelberto Soares, a municipal engineer who has worked on Rio sanitation issues for decades, said that the governments efforts to clean the waters were superficial at best.

.

They can try to block big items like sofas and dead bodies, but these rivers are pure sludge, he said, so the bacteria and viruses are going to just pass through.

.

We just have to keep our mouths closed, said 24-year-old Afrodite Zegers of the Dutch sailing team  one of the 10,000 athletes from 205 countries competing in Brazil.

Scientists and researchers found a wide array of disease-causing viruses and bacteria that can cause ailments such as diarrhea, vomiting, and death in people will [sic] poor immune systems.

Urban farms and gardens are popping up in cities all over the country, often touted as the key to a sustainable lifestyle, as creating healthy vibrant communities and promoting economic development. A new study by the John Hopkins Center for a Livable Future, however, says urban agriculture advocates need to be careful about overselling the benefits.

Cultural Impact

The report compiled research from a wide range of academic fields, from social sciences, natural sciences, urban planning, public health and economic sustainability studies, and found evidence that agriculture projects in urban areas can help build community.

.

Some of the biggest benefits are from the socio-cultural side, says Raychel Santo, a co-author of the study. How do you quantify improved community, diversity, and cooperation and intergenerational knowledge exchange?

.

The unquantifiable social aspects, Santo found, are some of urban agriculture’s greatest assets, in addition to promoting healthy living and ecological diversity. But its some of the quantifiable promises – like the economic kind  where research falls short.

.

There is very little evidence of a significant number of jobs, let alone livable wage jobs, being created by urban agriculture, Santo says.

Each unique urban agriculture project was created in response to its own unique situation. In one neighborhood, a community garden could be meant to get neighbors out of their houses and working together. In another, a small garden plot could provide fresh food to a local school.

A lot of times people like to pair the benefits of urban agriculture or lump them all together, Santo says. But they might vary based on the type and the main aim of the organization.

On Friday morning, visitors to New Yorks botanical garden in the Bronx gathered together and began to sniff. They were there to witness one of the worlds largest and smelliest flowers  Amorphophallus titanum, also known as the corpse flower  bloom.

It smells like lettuce when you take it out of the bag, a woman yelled from the crowd of onlookers in the Enid A Haupt conservatory. It smells like the aquarium. Like the penguin enclosure, another added. The odor came in waves as onlookers jostled for the best spot to take photos and selfies with the giant flower. Some left holding their noses.

Kathryn, an 11-year-old plant enthusiast, said it smelled like her cats litter box but sharper. Her six-year-old brother, Toby, said it smelled worse than one thousand pukes. Like many others, the young girl watched an online live stream of the plant all week anxiously waiting for its petals to open.

.

Friday marked the first time the flower, which takes around a decade to bloom and then dies after 24-36 hours, appeared in the city since 1939. The blooming was highly anticipated due to the gross-out factor and the flowers rarity, said Marc Hachadourian, director of the Nolen Greenhouses at the garden. Its petals began to creep open on Thursday afternoon.

The corpse flower uses its foul smell to attract pollinators which typically feed on dead animals. Like a decomposing body, the inside of the flower heats up to help distribute the smell. Its insides are colored blood red.

Lolita Gross, a surgical physicians assistant, traveled from New Jersey to see the flower out of both reverence and curiosity. I wanted to be able to see it in my lifetime, she said. But also I work in medicine, so I know what bad smells are, and I wanted to see if it smelled like what they say it smells like. To her, it smelled like faint dead animal.
